Vincent A. Spilker, 30, was sentenced today by a Jackson County judge after Spilker pleaded guilty in February 2021 to two counts of Possession of Child Pornography, Jackson County Prosecutor Jean Peters Baker announced today.
The state of Missouri asked for 10 years in prison for the defendant. His defense attorney asked for probation.
On Thursday, before Division 2, the judge sentenced Spilker, a former police officer, to probation. If he violates probation over the next five years he would face 10 years in prison. He will be required to comply with the following probation conditions: Enter and complete sex offender treatment, register as a sex offender, be subject to internet monitoring, abide by sex offender requirements and have no unsupervised contact with children under 18 years of age.
According to court records, an investigation was initiated by the Western Missouri Cyber Crimes Task Force, following a tip to the National Center for Missing and Exploited Children. The tip was that an email address that the defendant later admitted to detectives he had set up was connected to multiple images of nude young girls. He told detectives he knew reposting the images of young girls was wrong. The Western Missouri Cyber Crimes Task Force investigation filed a search warrant and obtained many images and videos, some depicting children as young as 3.
Spilker was a patrol officer with the Kansas City Police Department at the time he reposted and viewed numerous images of child pornography.
