A 31-year-old KC man has been charged in connection with the fatal vehicular crash in September that killed David L. Cannon near Bannister and Wornall Road, Jackson County Prosecutor Jean Peters Baker announced today.
Ryan Raisley, dob: 6/24/1987, faces Tampering with Motor Vehicle 1st Degree, Murder 2nd Degree and Leaving the Scene of an Accident.*
According to court records filed today, Kansas City police officers responded to the area of Bannister and Wornall Roads in regard to a hit and run injury crash. A vehicle stolen from Overland Park was traveling east on Bannister Road at a high rate of speed. It failed to stop at a traffic signal at Wornall and struck a Ford F150 driven by David L. Cannon, who later died at the hospital from injuries sustained in the crash. A tip to police led them to question the defendant. Police discovered drug paraphernalia and methamphetamine. He was arrested at that time. DNA taken from the defendant was compared to blood found in the vehicle involved in the crash. The genetic profile form the blood found in the vehicle is 94 septillion times more likely to be observed if Raisley is the contributor rather than another individual. Police received this DNA match information on April 4, 2019.
The defendant was taken into custody today.
Prosecutors requested a bond of $100,000 cash.
